Press Statement — Banking Expert Diploma (Second Cohort)
In alignment with the strategic plan of the Central Bank of Libya and the directives of His Excellency Al-Siddiq Omar Al-Kabeer, Governor of the Central Bank, and as part of the national effort to support micro, small, and medium-sized enterprises (MSMEs), the Institute of Banking and Financial Studies is launching the second cohort of the Banking Expert Diploma Program.
This initiative is designed to strengthen human resources of commercial banks to undertake project financing, in accordance with the regulatory framework established by the Central Bank of Libya. Building on the success of last year’s program—through which approximately 70 banking sector employees graduated with internationally accredited certificates in project management, project evaluation, and implementation supervision—the second cohort will continue to enhance national expertise in critical finance and project development skills.
These efforts are further supported by the landmark Memorandum of Understanding (MoU) signed by His Excellency Al-Siddiq Omar Al-Kabeer and His Excellency Dr. Muhammad Al Jasser, Chairman of the Islamic Development Bank (IsDB) Group—an institution with an (AAA) international rating. The MoU, signed on Monday, April 29, 2024 in Riyadh, Saudi Arabia, marks the establishment of the National Economic Empowerment Fund, the first initiative of its kind in Libya’s history.
The Fund aims to activate the role of the private sector and provide structured support and financing for MSMEs, particularly youth and women entrepreneurs. The signing ceremony was attended by senior officials from the Government of National Unity and leaders of key international institutions.
The Institute of Banking and Financial Studies remains committed to advancing financial sector capacity, promoting private-sector-driven economic growth, and empowering Libyan entrepreneurs through sustainable financial solutions.
